Adding New Individual Members to Campaign Canvas Step

Working with E9 Program Builder for many years, it was nice to have the ability to add one or more members to a step at any time.  Occasionally, we will have an E10 Campaign where we deactivate and add a new segment of members who should receive an email from the campaign.  I don't see a way to add an individual member to a step without dragging a new one member segment step into the campaign.

Any other thoughts or ideas on how to accomplish this?
