FOUND: old Eloqua tracking scripts

Hello, 

We are preparing to switch to Strict Mode due to the EU cookie directive. In our preparation, we have found two scripts that seems very old. They are:

elqNow/elqCfg.js

elqNow/elqImg.js

1. What are these scripts used for? 

2. Can they be removed?

3. If they are removed, will we lose any functionality? 

4. Are these scripts related, in any way, to Strict Mode?
