New Eloqua lead not getting pushed through to SFDC

Launched a new test campaign in Eloqua, with couple of new email addresses. Received the email, took action (which I can see in the Eloqua profile) but the new contact hasn't been passed to SFDC. Added the Program step in the Eloqua campaign right after the Segment: CRM Update (Create only unique leads) -> Create Lead in SFDC with Campaign Association. Was that the right step? It's been an hour and it hasn't shown up in SFDC yet.
